I don't see why changing the host would change anything with google.

If you own the domain, then it remains the same, and your content doesn't change.

Yes, it may. As seoelk.com says, it has to do with the IP address that's hosting you. You want to make sure you're not on a banned IP, or one which is under penalty for hosting lots of SE spam.

No, Google PR will not be affected. PR updated after many months and if you can setup your hosting and without loosing your backlink, then your PR should not be affected.

No, you're confusing PageRank with Toolbar PageRank. PageRank changes all the time, and its values for Websites are unknown to anyone outside of Google. Toolbar PageRank are the numbers 1-10 that most people (erroneously) refer to as actual PageRank.

It may have some ( negative or positive ) impact on your SERP, and in some degree on PR.
    server speed and configuration
    server location
server 'authority' - surrounded by spamming sites
server IP - suppose that your site is linked by high PR site set on the host you are moving to.
Before the change the sites had different IP's so the link had more value, now they are on the same IP, which may weaken the link, and weaken PR.
    But this only Google knows.

So, does this mean there is a definitive answer on this, or is it another one of those things that only Google knows? Am considering a change, so any further commentary would be welcome....cheers.

No..It will not have any impact on Google. As long as the links stay unaltered there is no problem from the search engine point of view. The only thing that will be updated wrt your site is the NS record.

Changing your hosting account from an international one to a national one is claimed to be worth it because Google prioritizes local websites in their SERPs. I have moved websites from US to the UK but never seen a significant improvement, but that is not to say there wasn't any. Frankly, I believe there many other things you could do that would get better results, however, if you have already done many things, maybe changing host to a local server will help.
