I strongly doubt it. Once you are banned (especially for illegal reasons) you are banned for good. I could be wrong though.

it would be interesting to see google reconsider something!

There is a reinclusion request form in Webmaster Tools: http://www.google.com/webmasters/tools/.

It has happened to me. My site DrugInfo was banned 2 years ago. It had PR5, got 0, and my keywords disappeared from the search. I found out the reason, excessive keywords and duplicate content. Started optimization, wrote two times reinclusion request, and during the last PR update I got PR4 for this site. So, it is difficult to get back, but recovery is possible.

after u remove all illegal things from ur site, submit a reconsideration request for ur site.

in webmaster tools "Dashboard" there is a option "Request reconsideration"

I have a friend who had the same problem, and like rnikolov said, he removed all the things that google hates, and ask google to give his website back its "status" and google fulfilled his wish :D

    Hi,

If your site is banned for some illegal action by google it can be definetly included back provided all the illegal activities are taken off from the site. There is a Google documentation, to file a reconsideration form : http://www.google.com/support/webmasters/bin/answer.py?answer=35843
Here, “reconsideration” is more accurate than “reinclusion" , we have to request for the reconsideration and once it is analysed and approved by google, it will be reincluded.

Well, many sites return to the index without reinclusion request, but it takes years. So, there are 2 solutions:
    1. Buy a new domain, clean up the old one, forward the old site to the new one with a 301 in the .htaccess. Link juicy gets transferred this way as well. It's the quick and dirty solution.
    2. File a reinclusion request after cleaning the site and hope someone cares for it. Since many affiliate sites are defined as "thin affiliates", it doesn't always work and can take several months as well.
