If forum signature links can be seen only by members, does Google count them?

Yes, bots can read and crawl the links that appear on a web page or a site, unless it is in the content and nofollow, because links which are in the content and nofollow are not crawled by bots, but yes signature links are crawled by the bots as they travel the sites pages and follow the links on signatures to move to the next webpage or site.
