if back link is not on page ranked home page, but a lower PR link page...?

    Is a backlink's relevance and SEO score based on the homepage rank of the site or only the page the backlink is actually on such as a link or resource page?

    Are there any good tool bar apps that display a sites PR when you access it?

    if you are using google chrome, you can use this addon extension known as webrank seo. It will display the PR of a site.

    What's "good" depends on the page in question and its importance on the website. But, in general, I consider PR 0-3 to be low, 4-5 to be good/average (and very achieveable), 6-7 to be above average and 8-10 to be high.
