I have a link that I definitely want to be included in the next PR update but the page isnt cached yet. Will it be included?

Surely it will be cached sooner or later - how old is the page content? Is it indexed (but not cached)? If you work hard over the next few weeks I guess it could get updated in PR

I am not worried about the page being cached. I am wondering if google includes links for your site that have not been included in google cache.

No, if it's not cached then it's not being factored into rankings or pagerank.

Do you mean the page with the link to your site on is not cached? E.g its on category page 67 of a directory that never gets crawled...

Thats one of things to consider with any pages. No cache no help. You may get hundreds of links but if they do not get cached they are not going to be any help to you.

if its not indexed or cached Google doesn't know it exists so why waste the time

If it is not cached google dose not know it is there. send the spiders over there by getting some links to that page.

The linking page should be indexed by Google instep to pass value to your website.
