as others say, it depends really. of course there's always diffrent cases for that! if you like her or you love her too then say i love you back otherwise don't dare to say i love you when you really don't mean it. I say i love you to someone else when i really feel i want to say it or sometimes i can't help myself but say it when i really love the person.
It depends on the maturity level of you and that girl. If you both are mature enough to handle this relationship then go on and tell her your feelings if you like her. If don't, then dont just say that I do no love you or I don't like you. Be decent. Show that you are sincere. Don't be rude. Tell her gently that you would have felt lucky to be her boyfriend but you love someone else and she loves you and you cant cheat on her. All what I have said just before is CRAP. Don't do this otherwise you will be in trouble. Tell her whatever there in your heart. Don't try to be gentle... Believe me. Its my personal experience
