    IBP and WebCEO are both obsolete tools from the days when on-page optimization was the key to getting SE love. You'ld do better investing in your education on how to spot valuable in-bound links and preventing duplicate content issues on your site.

    If you are a beginner its good, also if you need few tools handy rather than going to many websites that provide them for free, then too its good, but if you already know many things then may be a waste of time
