Actually indian paypal accounts are only allowed to receive funds as good and services and paypal deduct fee on these transactions. As i saw in those screenshots that your friend were trying to send you only some CENTS . Maybe that is the problem . Please ask your friend that he should try to send in dollars not in cents . Hopefully then your friend will not see that kinda error .

The amount of money sent is too small. I think PayPal takes 1USD transaction fee in most cases. The gift certificate thing isn't necessary, that's just an option you can have, but are not required to fill out.

You can't send the payment as a gift. Send it as services.

Why not you try sending him an invoice of 25 cents? Just to test and post result here?

They take 30 cents + 2.9% fee. So it is still a bit low. I recommend that he sends 50 cents.
