    You need to be a member for at least 14 days and should have had minimum 25 posts to your account to be able to post in Buy/Sell/Trade segment.

    RightMan is 100% correct, this also prevents spammers and useless stuff being posted on DP.

    Personally, I like that feature. I'm sure it was abused before that rule was put into place.
