I would build links for you in the following ways: Blog commenting. Directory submissions. Shout boxes(some high pr links) pr7/pr6 forum signature links. How much time would it take? For pr5 it would take 2 google updates that is six months. For pr3 it will take 3 months(that does not mean the next google update,i would require exactly 3 months and if google's latest update is after that you will receive pr in that update till that time you will enjoy quality traffic.)
