I think it's a template rather than a plugin. The gallery styles are from a theme stylesheet (blue.css). A gallery plugin would have it's own stylesheet but I can't find one.
not sure if it is a plug-in or direct coding ; wordpress has many other free gallery plug-ins. try one OR better to contact the blogger for more details..
It looks pretty similiar to http://wordpress.org/extend/plugins/tantan-flickr/ (check the screenshots) Really looks like it is based on this at least.
