    In some countries spam considered a crime

    You can use PHPList

    It's free and does not have any limits.

    You can import the emails from CSV file.

    i don't know about the free ones but i can sell you email sender duluxe for only 2$ which you cannot get anywhere for such a less price.

    I don't think anybody can recommend any software that can deliver emails in bulk AND do it in a reliable way. In other words there are free bulk email software products out there, but most of the ones I've heard of have horrible delivery rates, let alone getting them opened.
