join as a merchant, if you ll choose bigger / older networks of-course you ll have to pay the network fee/agreements etc so better go for some newer and reliable networks, if you are having difficulties in choosing any we can have a talk in private.

You can get your own affiliate tracking software and set it up on your server. iDevAffiliate and PostAffiliatePro get good reviews and are very reasonable. It's much easier to get set up and recruit affiliates if you are on a network. The most popular yet low cost affiliate network is ShareaSale.
Shareasale is a trusted network yes but they are not low cost. With a setup fee over $500 it does not fit into everyone's budget. I have run affiliate programs on shareasale and have done no better then on clixgalore or other small startup affiliate networks with much lower setup fees.
if you want your own affiliate program, try some affiliate manager scripts like the idevaffiliate. Or may join an affiliate network, are you interesting get an free merchant account and affiliate program?
If you want to use an ready-made script for your referral system, then use some of the scripts or sites mentioned above. If you want to build something yourself, then it certainly is a little more challenging. Your customers can buy your hosting programs online - when the buying process is completed, you get a notification with the data the customer entered. Part of this data should be an affiliate ID, telling you who referred this specific customer to you. But that's tech stuff - whoever develops your website will understand what I'm talking about here.
