I want to start a site with buxhost.com but how will i get members?

hi i would like to start a ptc site with buxhost.com, i see sites from them that have 2,000-20,000 members but how do people promote there site??

I need help!!

after i have got the hosting and have some money to pay people i will have about $100 left to promote it in my budget
