Open a blog in a very narrow niche in blogger and use your own domain. Create 20 original post over a month Apply for adsense and you will get it.

Signup for adsense with a new email ID and start a blog or website for submitting it while applying for adsense. Be careful about fraudulent clicks and report to google as soon as you think you are bombed.
once you are banned form adsense, you are banned for ever. adsense somehow finds out the correlation with your previous banned account and bans you again even if you manage to get approved. new IP, new email, new site, new address, and new name (name of family members) might help but not guaranteed that you will not be banned again
Google is strange like that, once banned they assume you are a rotten egg and will continue to ban you especially if you register new accounts. I recommend contacting google (yes I know it is challenging and all you have is a support email address for this) and try and explain it to them. You will eventually get a response, you just need to be persistent. Once they do respond they are very helpful. You need to then have them tell you why you were banned and what you can do to get back on. They are very fair as long as you didnt try and rip them or their advertisers off.
You make a blog(6 months old),post 20 articles on it,then take new email id and apply for adsense account and you will get approved.
