Are you joking? Visit a registrar and register it. Use Google, Bing or whatever search engine you prefer to find one.
Why on earth would they need to do that? Anyone can register a .co.uk domain, even GoDaddy's own guidance states this. http://support.godaddy.com/help/article/5854/about-uk-domain-names
If your looking for recommendations, then namecheap would be mine, you might not be able to use paypal (india) but they offer bitcoin I think
I live in Italy and tried to register a .co.uk name like 5-6 months ago and couldn't do it until i made another billing profile on my godaddy account with an uk address. I also had troubles pushing co.uk names to people in the US.They had to do the same thing i did. Just my experience...
The better option would be to contact support or use another registrar. Providing made up details is entering risky ground and risking account terminations and/or losing domains.
