    I'd go with EDZ,
The ICICI Money2transfer service is real good, but as again they have charges!
Why don't you want to use paypal ? Are you paying for some service ?
    Then Consider reading this http://forums.digitalpoint.com/showthread.php?p=906412
If it's a donation or a friendly transaction then there are many
    remit2india.com, xoom.com et al!

For only $20 the recipient should be willing to take the time it takes to set-up a paypal account. Don't see why it would need to be ASAP, unless of course its drug money. lol

To withdraw the cash they will need to transfer it to their bank account.

Well if you owe some one money, its obvious that they will ask for it and will say that they need it ASAP. and more over if i am paying it them! why late? It will create doubts in their mind. That's y i want to pay it asap.

Does pay pal allow to withdraw money via bank account in India?

It might delay for longer but Postal Money Order is still the cheaper method to send money worldwide.

Add safety by send it via registered Mail.

or you can try sending money to your friend who has paypal

    account and stays in india

and is willing to pay that money to your homeland

    the cheapest but risky job

but only if his your trustworthy friend

    Western Union???

You can also try a bank wire transfer (don't know though if there is a minimum for that)
