It does partially answer your question. You asked if 'Optigold ISP' is all you need, and no it's not, you need a great internet connection too. Like 1GB/s or more if you expect many customers.

To start an ISP in Australia at least, requires millions of dollars in marketing.

Since starting an ISP is a serious matter, I doubt forums are the right place to discuss about it. There are laws and regulations to be observed assuming that the money is already in the pocket.

Find an existing ISP that offers branding or co-brandin and signup... Learn the business and if you feel its something you want to do then go off on your own.

You gonna need a lot shardware:
    - mail servers
    - DNS servers with caching the registrars of any TLD
    - Hi speed internet connection
    - Lots of money
    - Lots of employees

You should go to other companies, maybe they will help you. But remember: it is a big difference between hosting isp and internet isp.

don't take this the wrong way, but you will need either an excellent understanding of all areas, from routers down to host files. And a lot of patience for "users", and on top of that a nice wedge of cash to even attempt this. Long gone are the days when you could get a t1 line and a few phone lines with 28,8k modems and run an isp from your home. It's much easier to run a hosting service than an ISP you will need a lot of employees for starters not to mention the hardware and redundancy capacity and the legal/contractual requirements. I wouldn't waste your time on this venture if I was you.
    Regards

Starting an ISP is pretty involved. It's not just a "throw-money-at-a-hobby" kind of thing. There's a lot of competition, and doing it as a hobby isn't great. You'll soon find yourself losing money - and fast. And what about the connection? Legal issues? Marketing? Support? Uptime?

A forum isn't the best place to ask for advice on starting an ISP.

No. You still need marketing, and to provide support etc. What's the point?
