    It requires good amount of investment in first stage only. So I don't think you should directly start a website.
    First grow your offline presence and after some time if you think you have made enough contacts and this is the time to expand your business.
    At this time you should start a website.
    That will be more beneficial as compared to starting a new site right now.:)

    i'm unsure you will be okay or minimum will generate earning between your first month there
