    There are many ways to make a website that are easy and don't need much tech skills.

    If you want to create a site that Google will love, then the best place i can recommend to start is with sites.google. (Google it. Not an affiliate link).
    Google helps you to create a well optimized, content rich, list building, good ranking site as easy as any method available online.

    Honestly, IMO just make a website on a topic which interests you, then once you get traffic coming in, worry about monetizing it
