There are so many photoshop video tutorials at Youtube. My brother learned to use Photoshop by just watching video tutorials at YOutube.
Youtube is a pretty good resource, but personally I recommend an actual step-by-step learning process. Personally, I used http://www.amazon.com/Adobe-Photoshop-CS5-Classroom-Book/dp/0321701763 except for CS3 (and just studied the upgraded versions independently through design websites and videos on new tools and hotfixes). There are better books than Classroom in a Book CS5, but it's solid if you don't want to take any risks.

A great paid option is Lynda.com. Their tutorials are second to none and they are comprehensive. From starting PS to making your very own first project. They even include practice files if you buy the disc.
Yes, Lynda.com is Amazing but you have to pay for it. If you can't pay then youtube is best. Even advanced photoshop users get hints and tips from youtube. Youtube is free.
Just install it and do some mess works You will learn a lot from yourself. Those tutorials are good for basic understanding the tools.

f i n d any book on the subject read , sit in front of any computer that has photoshop instaled and learn from the basics . if you are moderately intelligent you should be up and running in 2 / 3 weeks , i,ts really easy . bill t
i used lynda.com for few beginner tutorial , but it was for fireworks, i got the CD from one of my friend then slowly looked youtube, and guess what i designed few logos for my website with free 30 days license that come along with adobe fireworks.
