I want to learn how to program stuff Like this

30 day free trial and then the baseline version is $50. I've used many game engines ... this is the best low-end available and there is a very active and helpful user community so you can get help quickly.

If you know C++, then torque from garagegames is good: http://www.garagegames.com/

Completely free but not as easy to get going quickly.

Conitec can be used for 2D games ... don't let the name fool you... you can build any type of game with it.
