[??? I WANT TO KNOW ???] Russian PopUnder Ad Network

I hope this THREAD is in the right Forum/Section(Mod Please feel FREE to move this any time)

Anyway,

Lately I just discovered that there are so many Russian popunder ad network that pays from $3-$12 per 1k UV and almost all of them PAY every week and even to some network you can request payments any time and wait only for 48 hours to get paid and I think all of them only pays via Webmoney.

Most of their requirements for you to join their network you must have the following.

-Russian Speaking Sites
-Some requires 50% Traffic from russia and others 60%

Now this is my question

Is some here using any of those Russian Ad networks?
Is there any of those kind a site will allow a pure english site and with low traffic from russia?
