    But i could not find any such site which really pays. Is there any site from which i can earn !$ or more per referral.?

    First of all to them who don't understand referral scheme.

    Well referral means if you refer any affiliate to any program you get bonus for referring as well as if any referred affiliate make a sale you will get certain bonus or commission for that as well.

    Many affiliate networks you can either get a percentage of the other affiliates earnings or a fixed amount like $2, i'm pretty sure neverblueads have both

    neverblue have both but there are not much international campaigns, Ankur as your name refer that you are from India, neverblue is not accepting new publisher from Asian countries so you can say its your bad luck. and if you are thinking about purchasing neverblue account then its also useless. because you can't change the payee name.

    A few months ago Traffiс Splash (a traffic exchange programme) paid a referral fee of $1 per each referral.

    I don't know whether this programm is still active, but you may check them out.

    ^^ Traffic splash is definitely one of the top free traffic exchange sites out there. The traffic is a little less targeted, however, it does manage to consistently deliver great results.
