Many affiliate networks you can either get a percentage of the other affiliates earnings or a fixed amount like $2, i'm pretty sure neverblueads have both
neverblue have both but there are not much international campaigns, Ankur as your name refer that you are from India, neverblue is not accepting new publisher from Asian countries so you can say its your bad luck. and if you are thinking about purchasing neverblue account then its also useless. because you can't change the payee name.
A few months ago TraffiÑ Splash (a traffic exchange programme) paid a referral fee of $1 per each referral. I don't know whether this programm is still active, but you may check them out.
