This is a VERY specific niches.. First: is this directory selling links soley for boosting people's PR or.. actually providing good links?

If it's for selling links, work on getting a high PR.

If not.. you'll need to do advertising in specific sites that relate to your niche.

Are you sure about the directory aspect? An informative website would probably be good too. Links would probably be worth a nice chunk too. You have pretty much no competition for the keyword, so you could really dominate with an information based/review site.

well as you know belgium is the international hub of the diamond cutting /selling trades.

i could start with an information site, then add a traders/advertiser's section where businesses could pay to get included?

there are a lot of if's and assumptions here... for example, IF belgian gems will actually be what the consumer people will be looking for...instead of just, well, gems.

    i've also registered belgiandiamonds.org and belgiandiamonds.net

i feel i better stick with belgiangems.com though...

when you say its a niche site, i reckon you imply that's a positive thing?

Yes, belgiangems is better due that belgiandiamonds is too long and too difficult to type in.

Yes, being a niche site is a good thing. I'm not getting much when I google belgian gems, so it is a good market to set up in and dominate.

It is niche because its a very limited market. Belgian gems are a little specific, but you could easily become a top site in the field and get really good organic traffic.

Considering there are actually people searching for that keyphrase ;)

Content is the biggest issue here, I say go for a strong CMS program and build a VERY informative website, I'd probably even include a Business/Agency directory (of both physical store [include addreses/phone numbers? -- lots of work though!] and web stores/forums/resources/etc.]. I don't even know if this niche is worth so much work, but it's a very easy niche to create a site around I think! Just a top-notch information site with tons of resources, links, and content.

Just need to make sure people are actually looking for it though, you know!

well we do know that people are looking for belgian diamonds. now can 'belgian gems' actually be a substitute for belgian diamonds, because we do know for a fact that the major industry in belgium relates to diamonds and not other precious gems. diamonds are a subset of gems actually.

we also know that belgium has the biggest diamond industry in the world.

You could develop pages for both keywords. If you own belgiandiamonds.com, you can setup a redirect to your page to help with SEO.
