I think that "design" can mean more then one thing, in this case. I remember making my first website, on Geocities. There was no design, just an overkill on "flying" layers and flashing Gifs. None the less it was my first design and I learned many things (mostly about what I can not do, what my personal limits are). So if you want to make your own "Lay-Out / Face" is something different from programming the HTML-code behind the lay-out. If you want to make your own Lay-Out, people here refer to the program PhotoShop. This is possibly the best program for making a Lay-Out but it is verrrrryyy expensive $$$. Even a "free" version still needs a big computer at least 1 gig free memory and many Gig's on your HardDrive. No, I would recommend: Paint.net (h*ttp://www.getpaint.net/). Its free and has many of the same features as PhotoShop. If you want to program the HTML code, DreamWeaver is the best (but expensive too). I did not find anything for free that comes closely to what DreanWeaver can do. Maybe other member have a free alternative for DreamWeaver? (*= remove the *)

Yes it is. You can use Photoshop, Gimp, Microsoft Frontpage (Does that still even exist?), Dreamweaver, Notepad and all that good stuff.
