I suggest that you use Photoshop to create the design aspects of your site. There are a ton of tutorials so it shouldn't be that hard to get used to using it. For editing/constructing your code I suggest Notepad++. You may also want to try artisteer.

Well worth learning to do this by yourself. Handcoding is relatively easy, but at this point WYSIWYG editors like Dreamweaver are good enough it's worth using them.
