    For designing only forums use any forum software. It will have advanced controls to run the forum. You can use SMF, PhpBB, MyBB to design the forums. If you want to go for paid ones then you can use vBulletin or IPBoard...

    If you are looking for some forum software similar to wordpress then try BBPress. It has been developed by the Wordpress team so has many features in common. Also the admin UI matched a bit. You can get many ready made themes from their site.

    Use vbulletin its really great. Wordpress is awesome with everything customizable.
