surely the world has had enough smilies, who actually likes them ;-) For a general purpose website like that why not just code it in html. Notepad++ or dreamweaver etc. If you envision yourself having to update it regularly it might be easier to use joomla, drupal or wordpress. Either way to customize it to your liking your going to need a bit of html / css knowledge.
