    it actually depends on the current site that you have.
    I mean the design / functionalities & the modules it has.
    If the current site is just basic with just 5 - 10 pages , then it should cost you less whereas a CMS with e-commerce set-up would cost more.
    So the estimate can be given only after reviewing the site that you wanted to convert.

    ALL sites on the internet are HTML sites which includes ALL turdpress sites. So that begs the question WHY you want to convert an HTML site to an HTML site? Does not make any sense whatsoever.

    I believe what the OP need is, he has a plain html website(only html, CSS, JS files) and wants it integrated to Wordpress.
    So that he could edit the contents of the website through Wordpress Admin panel rather than manually editing it in the html files or asking a developer to edit it for him, and at the same time the site's has the same looks as before but in addition it's mobile responsive too.
