Dont buy popups - most are blocked and the rest are likely to be highly untargeted. Think about who your target market is, and then think of 5 places that they visit when they're online. Big sites, like MySpace, eBay, YouTube and so on. Then, figure out how you can get your link onto those sites. Easy!
Find the site with the pop-up, PM me, and I'll try to figure out who is serving the ad for you Pop-ups are served by... CasaleMedia, Fastclick, Clicksor... Yeildmanager? In the case of MySpace (I forgot whether they try to serve pop-ups... if they do, then FireFox blocks them so well ), they have a contact info page for advertisers... you'd need to contact them to run ads.

If you are eager to spend money on advertising, why not do what the majority of advertisers do - buy keyword-targeted text links from Google and/or Yahoo? They should be rather cheap for your topic (games).
I believe auto-surf traffic is about $0.01 per visit or cheaper... People just want you to be warned that you get what you pay for If you have something crazy that will make any type of person stop and take notice, then more power to you
