Here's a web directory search where you can find directories by PR and price. That should help you find a few directories that meet your criteria.
You can always also look through the Solicitations section for directories, just look for something like "PR4 General Web Directory, Cheap homepage links" and something along those lines. But you can also test your luck over at the B/S/T section...
At those prices you would not be able to get a regular listing review at some of the more popular/established directories. However, you might be able to get a permanent link on a directory using a dropped/auctioned domain. After the PR update, their PR will tank and many of those directories will fold. So in that case permanent could be defined as 1-6 months. But even they would charge more for a link. Come to think about it, even a brand new PR NR directory would charge more... Check out the pricing in BST forum to get a better idea of how the industry prices such links...
