Firstly, this is not the right place to advertise. Besides, with 4 posts, you have no access to sell on DP. Second, according to DP's rules, you cannot buy/sell or incite any type of tampering with social bookmarking results/popularity.
I think he is not selling anything he just want to buy a fan page in fb... well as an advertiser's point of view you should spend your money in putting it on real ad not just in a fan page.
The message is very clear. He wants to be contacted by people that have a FaceBook account and pay them to advertise his business/campaign "on people's status updates. want both personal profiles and pages."
