    that depends on what you want the website to be base on i have used wordpress to creat 100's of sites. What type of site do you want to create and what would you expect from it ?

    Yes that's correct first use Wordpress.com after some time when you grab all the basic functions then you can easily jump on your self hosted blog with wordpress installed
