I want To Add Meta Discription To My Forum

How do I get into the main index.htl of the forum through server...... wher the head meta titles are located??????

Lo awesome help ... do I log into the server side and find that page to edit co-dings??? I am going to pm you.... reason is im loggined into the server I see the files from themes through agreement..... in these files what one opens up the themedir/index.template.php can you be alot more clear here lol ....
