You're using TwentyTen. Utilize the header feature built in the theme. As for your border, you may mean background image. That's in your theme options. I usually make the background color #FFFFFF so nobody sees it.
Actually, I want to use a custom header......... I cant upload from header feature as it is giving error.............
maybe you have som permission problems. You have tried to upload a picture with 940 × 198 pixels or bigger?
