    It looks to be done in Flash - probably by a programmer or team writing just that site. Which means that you can't get it or buy it, you'll have to hire someone to write it.

    How much? Figure $50/hour for as long as it takes. (In other words, not cheap.)

    Flash+Red5+PHP will accomplish what you are looking to do. It is by no means cheap. You're better off settling for a premade chat solution if you don't have the budget or knowledge.
