Currently site receiving 5000+ Unique Visitors per day so my desired specs are...
- 10-20GB Disk space
- 600GB+ Bandwidth
- 750MB or higher ram
- Remote desktop
- Cpanel with ioncube
- Budget: $15 - $25 per month

You'll extremely need to raise up your budget.

 

He'll have to do that, unless he doesnt mind going with kiddie hosts who will probably run away with his money some time
