you might want to hire a coder. I tried to do this with php once and it was a little tricky. it is just like creating a database site with information except that you have to have a form to upload the picture and then a way to link to and display that picture in the database field.
You'll want plenty of disk space and bandwidth. The server space may be more important (if the domain isn't established) but both resources will be critical in the long run. Have you tried google searching the keywords, image host?

I wouldn't bother, that market is so saturated these days. I had one, and it didn't do much of anything.
