I think I have been scammed by a DP member.

For now I don't want to mention his or her name, however we agreed to a $90 payment for SEO and they have received the payment and although they said they would update me, they have not.

I also am being ignored on Skype.

    What can I do please?

Contact them and/or contact your payment provider?

If they have a verified Paypal account you can reverse the payment. Since their services are virtual if they attempt to dispute the reversal they will have no chance to reclaim the payment. (I'm not 100% sure this still works, but a year and a half ago I was reversal scammed through this method)

It depends. Paypal will not refund an "internet service". They didn't for me anyhow.

You should contact Paypal anyway. Even if you do not get your money it might alert Paypal to a member that has a number of complaints against their name. You can be sure that someone who scams people here will be scamming others elsewhere.

Well this member has now been banned from DP, so I am highly suspicious anyway. The Paypal dispute has been instigated, thank you for the advice.

Is this different to starting a dispute? As I have done that already.

It has turned out to not be a problem in the end, there was a lack of communication but that's it.

    Thanks for the advice folks.
