You work on Adsense as if it were the Share Market. Anyway, this seems more risky to me than the share market.
It is forbidden if you are buying traffic to get clicks for adwords ( and saying out loud) .....There a thin margin between adsense arbitarge and just promoting your site using cheap ppc........
The paypal thing? I think you might be right. I just paid them back out of my earnings, so no love lost.
of course you are also risking to loose all the invested money, on account ARBITRAGE is a practice frowned upon by "G" so you're obviously not doing your homework.

that is pretty low roi i think.. I've done similar and returned more around 250% per day of my daily spend. could be the niche and your ad placement too.
Its sound like arbitrage to me and google is clamping down on this and many account has been closed because of arbitrage (get more info from warrior forums)
If they don't ease up on some TOS they won't have any affiliated webmasters in the future. To tell you how DUMB they are sometimes here is an example: When I first signed up (before they went public) by their TOS you could only use 1 block ad per page. Let me say this again: 1 adsense block per page. Ok, so I did this for a very long time. Afterall is was their own policy for us to comply. A while later they started coming out with optimize reports on how to OPT your performance and here is one of their own suggestions --- Placing more than one ad unit on a page often generates more revenue.
