It's against PayPal policy as I have read to pay for anything related to gambling with PayPal, regardless of where you're from I believe.

Actually, I've been in the gambling industry for some time, and know how it works, and such a promotion is possible. The gambling business works on the idea that once you start gambling with a certain initial deposit, you will not stop there. Many people would get into the site, pay the 15 euro, get their 50 bucks. Loose those 15 euro, then deposit those 50 bucks, loose them too, and then deposit even more, to regain their money.
Paypal does not allow gambling related transactions and once they find such transactions , they can limit the account !!

thats like ponzi scam /matrix : someones gonna lose at the end. When the ammount of money being paid isnt consistant with the money going in , the program can become unstable and crash at any point. This type of program is pushing the boundarys of being illegal.
Well according to svarog's explanation, the people who are losing are losing willingly. And if at any point this promotion starts to become a risk for the business, they would simply stop offering it.
I would guess this comes through a service like www.quidco.co.uk which basically gives away affiliate commision to the users and unibet work on the premise that the free 15euro will entice people into gambling. are you in the us? as there are plenty gambling sites here in uk that accept paypal like betfair.com, ladbrokes etc
The legal, horse race betting websites here in the US do the same thing. Deposit $50 and they'll give you another $50, or some such. It's not any scammier than Wal-mart or Best Buy offering rebates if you buy something there. Many other gambling sites that have affiliate programs do or have done the same thing. The rules usually specify that you have to bet a certain amount of money before you get your "rebate", typically, the amount of money you are required to deposit initially. They do it because they know most people are going to turn around and gamble away their rebates, too. Being able to sit and home and bet on races all across the country, and watch the races via their closed circuit feeds, was so cool that if I had any money that I could afford to lose, I could see myself spending a lot of time there.
i make most of my money from taking advantage of these free bets by betting and lying off at betfair etc. so out of a free bet i can take around 60% of the free bet witout any risk whatsover. the reason they give these offers is that most people are mug betters and even though they might get a free £100 bet they will lose a hell of a lot more in the long run. i probably bet £thousands a week but have never gambled in my life
