No it is not ... the smart webmasters have shifted to better site performance measurements like Domain authority and Page authority which i think is the future of PageRank.. All SERP's are showing the futility of pagerank so stop waiting for a PR update and improve your domain authority and page authority. SeoMoz has that indicator but i am waiting for more ppl to develop such important tools so that we can get quick assessment of our sites progress....
No one knows Google would reply or not, it may be that Google would reply because it takes care of all whether big or small business, it doesn't make any difference for them!
Google Page Rank updates can vary from 3 months to a sometimes more, they never let you know when, so just be patient
The fact that Google has not "closed this foolish system", as you call it, should be a huge hint that PR matters to Google, whether or not it matters to individual webmasters.

I dont think Google still have time for pagerank update, I think they have lots of thing much important than PR update at hand. Moreover, I dont think you will get reply of your message.
