You call that "Safe Mode" :p

Anyways, here is what you can do... run your machine "Safe mode" and run System Restore to revert back to last good working status.

Also try uninstalling those updates, if possible.

Are you trying to install Vista Service Pack 1? I think somehow some important system file generated errors and now you need to reinstall your Vista.

If it started straight after you installed the update then just roll it back via system restore. Then try downloading the updates again, make sure you delete the old ones first.

Haha... I don't think it's even in Safe Mode.
At first, you wouldn't even need to roll back with restore.

It's simply your graphics driver that has maybe been disabled or something, or Vista Aero has been disabled.
Go to your graphics provider's website and download the newest drivers for your graphics card (you can maybe also go to your PC manufacturer's website and get the drivers for your exact model there).

It could also be because Aero (glass interface and eye-candy) has simply been disabled.
Well.. I'm on linux now, so I guide you the best I can do.
Right click on your desktop and click the bottom most option ("Personalize" I think).
Then, in the new window click on "Theme", and select "Windows Aero" or something.
    Click OK and wait ;)

If you can try the select theme method first, if that don't work, it's probably your graphics driver. Install it, reboot, and try to select the theme again (if it isn't already selected).

install your graphics driver and restart! check your display settings they should be 32 bit..

other wife if the problem still continues... RESTART your PC keep pressing F8 Key until you see the boot menu options... select normal mode from there.. :D
