You should post in that section to get the attention of those specifically looking for work and to show courtesy in following DP rules. If you are giving me a high PR backlink, why do you need me to go out and do backlinks for you? Can't you just do these backlinks yourself if you are spending time getting backlinks for me? Clear up the fishy smell please and let me know why this is a legitimate proposal. Why so vague in the details of what I do vs what I get? How many backlinks and what specific PR's will I get for doing xx backlinks for you? Do I have to write something to create the backlinks for you? If so, what? Will you be giving me NoFollow or DoFollow backlinks? Do I get to choose the niche I want for my backlinks? What types of sites will my backlinks come from? How many other OBL will be on the same page as my backlinks? If I go out and spend a couple hours creating your backlinks, how do I know that you will deliver and give me the backlinks you say you will? Note that this is where the BST section comes in, users can rate each other after transactions, establishing some trust within the DP community. If someone has rep already, will you provide a couple backlinks before they start as a sign of good faith until you get a few reps yourself? Do I get a list of the links you make for me after you make them? How long after I complete my end before you complete yours? There are some more but you should get the idea - You give almost no information that should be universally asked (so you aren't wasting time in posting it all at once) by every person who has interest in doing the work. Note that I am not doing this just to try and poke holes, if I like the answers I will consider doing it after you post it in the BST with the information that should be provided before someone does the work.
