Hey. I got a couple of questions. I notice there are a LOT of link development deals and tactics here but I'm just not sure how effective or legit they are.

Does Google penalize you for any of the following? And how effective are they actually?

    1) Getting a listing in thousands of directories
    2) Posting your comments in do-follow blogs

Please clear up some questions for me, thanks!

If you are doing these manually and not using software or robot, I dont think Google has any reason to punish. You can do it safely without any chance of punishment.

If you build links gradually (5-10 per day), there won't be any problems with G.

Just strive for RELEVANCY in your categories, and avoid Paid Listings (can hurt your Page Rank).

Getting thousands of backlinks from directories to a new site isn't a good idea unless you build them gradually. That's a pretty fast way to get your site sandboxed for three months. Be careful.

Commenting on do follow blogs is great. Try not to spam, create relevant or helpful comments, and the webmasters will usually approve your comments if they moderate them.

What about a service like this?
    http://forums.digitalpoint.com/showthread.php?t=1269844

    My only grudge is:
these services offer about 10-100 backlinks. That's not a lot compared to other sites that have over 50k backlinks so can a few of these actually make a difference?

My blog is PR3. Does having 1 additional PR4 make that much of a difference? What about PR5 and PR6? Just how much of a difference does one extra backlink make?

    Thanks for your answers

Just write good content, and you will naturally get good backlinks. That's all.
