Hmm. Well usually such ventures usually start off with knowledgeable resourceful friends. I don't seem to understand why would anyone opt for such a venture without keeping that in mind. This is one of the reason why most webmaster forums don't turn out well. I suggest you team up with someone, and start posting some knowledgeable articles/news, something that makes your forum unique. Get a decent theme, that is more of a simple one, rather than the present tech theme that you have opted for (looks more like an arcade). After that provide incentives, I don't believe in Pay per Post Seriously. Start with some competitions, finance them yourselves. Once you have done that, promote them as the users have already mentioned. That increases more posters than just pay-per-post (Inconsistent Posters). Hope that Helps.

The hard part about forums is starting out, the thing you need to concentrate on is filling it up with conent, Conent from other users that is. Pay per post is one way to do it, Give people a incentive to post it up in your forum by giving away free stuff that cost you nothing at all. Another thing would to market in your signature and post all around forums, Legit posts. Third way you can do it, if it is targeted to a niche, why not create a few marketplace listings. Such as Mashable.com.
