Buying traffic or building a website with interesting content will always bring visitors to your site
For the last 8 months I have been working on this as well.. I started with seo only (on-page), then added article publications weekly, 20 social networking accounts updated weekly, blogs (blog.com, squidoo, blogger, and others), social bookmarking (reddit, digg, stumbleupon, etc), forum posting, link exchange, dynamic content from rss feeds and custom creation... It's amazing how after 8 months I'm still adding a few things here and there to the list. There really is no "one" answer - but there are tried and true mthods that will eventually pay off. You just have to formulate a plan and stick to it. You will notice ups and downs, but over time you should have a steady increase. Its a long road, but worth it.
content comes first, traffic comes after. Get quality content updated almost daily, then focus on SEO. Then the traffic roles in.
Build your content - It is very important, then take backlinks, comment and connect to other famous website about your title. Traffics will come to your site. good luck
