Please try this:

RewriteEngine On
RewriteCond %{QUERY_STRING} ^p=48$ [NC]
RewriteCond %{REQUEST_FILENAME} (index\.php)?
RewriteRule ^.*$ /fsfsfs.html? [R=301,L]
